Description

  • Create Terraform/OpenTofu backend configuration examples that use MinIO (S3) and Consul for state locking.
  • Provide secure keys and a sample backend.tf for tenants.

Priority: P0
Estimate: 5 hours
Acceptance criteria

  • A sample plan stores state in MinIO.
  • Concurrent apply attempts are blocked/serialized via Consul lock.
