Description

  • Deploy Consul agents on M1, C1, C2 and bootstrap a 3-node cluster for state locking used by Terraform runs.
  • Ensure ACLs enabled and a simple access policy exists for IaC runners.

Priority: P1
Estimate: 5 hours
Acceptance criteria

  • Consul cluster has quorum.
  • Consul ACL token for Terraform locking is provisioned and stored securely.
  • Agents join and report health.
